Ecocide (Scotland) Bill – Member in Charge Letter
Monica Lennon MSP, the Member in Charge of the Ecocide (Scotland) Bill, wrote to the Presiding Officer and Parliamentary Bureau following the Net Zero, Energy and Transport Committee’s decision that it could not schedule Stage 2 consideration of the Bill.
In her letter, Monica Lennon expressed concern that the Parliament had already voted in favour of the Bill’s general principles at Stage 1 and that this decision could limit the opportunity for further parliamentary scrutiny and debate. She highlighted the significant public engagement with the proposal, including more than 3,300 consultation responses, the majority of which supported recognising ecocide in law.
The letter also set out potential options for progressing the Bill within the remaining time in the parliamentary session, including scheduling Stage 2 consideration or exploring alternative procedural routes available to the Parliamentary Bureau.
